It was a clear autumn day in mid-October when the atmosphere turned tense outside the office of a prominent Kanto-based yakuza group.
Around 11:30 a.m., luxury cars began arriving one after another at the headquarters of the designated crime syndicate Matsuba-kai, located in Nishi-Asakusa, Tokyo (Taito Ward). From one of the cars stepped Takemitsu Takeuchi (64), the Wakagashira Hosa of the Sixth Yamaguchi-gumi. Following him, high-ranking officials and direct affiliates, including Eiji Fujii, the Wakagashira Hosa of the Sixth Yamaguchi-gumi and head of the Fifth Kokusui-kai, appeared from other escort vehicles.
The surrounding area was marked by a heavy police presence, with three unmarked patrol cars on standby and about 20 detectives providing security, creating a tense atmosphere. Amid this strict security, Takeuchi was welcomed by Matsuba-kai executives and entered the main office.

“On this day, the Matsuba-kai headquarters hosted the ‘Sansha Friendship Meeting.’ The three groups participating were the Sixth Yamaguchi-gumi, Matsuba-kai, and Inagawa-kai. Both Matsuba-kai and Inagawa-kai are long-standing, well-known organizations in the Kanto region. These three groups rotate hosting this meeting each year in February, June, and October.
Besides this gathering at Matsuba-kai, this year’s meetings were held in February at Inagawa-kai and in June at the Fifth Kokusui-kai, led by Fujii Wakagashira Hosa, who serves as the Kanto Block Leader of the Sixth Yamaguchi-gumi. During this gathering, the executives of each organization had discussions lasting just under an hour over lunch. The meeting concluded shortly before 12:30 p.m.”
As Takeuchi Wakagashira Hosa left the Matsuba-kai headquarters, he showed an unusually broad smile. His expression reflected a productive meeting. He then got into his escort vehicle and headed back.
