Threatened with a Knife and Mounted like a Horse, Former Chiba Police Captain Sexually Assaulted and Voyeuristically Photographed Six Women, Shocking Story At Trial!

The defendant abused the knowledge he gained as a police officer to destroy evidence, and his actions were cunning and malicious.

The prosecutors accused the defendant of these crimes and sought a sentence of 17 years in prison.

The trial of Makoto Okada, 46, a former police inspector in the Investigation Section 4 of the Chiba Prefectural Police Department, was held at the Chiba District Court on August 31. Okada was accused of sexually assaulting and voyeuristically photographing six women between July 2014 and August 2022, and was charged with forcible sexual intercourse and breaking and entering.

Okada admitted to the charges, saying, “I targeted an area where there are many women living alone. The crime was malicious. It is said that he entered the woman’s house through the window, threatened to kill her if she made a fuss with a kitchen knife and other weapons, and then mounted her and raped her. After the assault, he did not flee immediately, but washed the sheets at the scene of the crime and bathed the victim. It is believed that he did this to destroy evidence.”

Regarding his motive for committing the indecent assault, Okada made the surprising statement, “I think I was inspired by a sexual video,” and “My sexual desire and curiosity outweighed my sense of guilt.” He also had family problems, including the solitary death of his father. He also said that he ‘became desperate and ran away from reality.

A veteran police captain was arrested for the third time.

On September 20, 2022, the Chiba Prefectural Police re-arrested Okada, a police inspector in the Investigation Section 4, on suspicion of forcible sexual intercourse and breaking and entering. According to the Prefectural Police Inspector’s Office, Okada entered the room of an adult female who lived alone in the prefecture, threatened her with a knife-like object, and sexually assaulted her.

The incident occurred on July 23, 2017, between 2:00 and 3:00 AM. The woman filed a damage report the day after the incident. DNA samples taken from the crime scene matched Okada’s, who was arrested in a separate case, leading to his arrest.

The separate case involving Okada was an incident on June 30, 2022, when he allegedly entered the premises of a house in Chiba Prefecture and photographed a bathing woman through the window with his smartphone. Okada was arrested on suspicion of violating the prefectural nuisance prevention ordinance and breaking and entering.

These are not the only two cases in which Okada was arrested. On the night of August 12, 2022, he is suspected of taking a picture of a woman riding the escalator at Keisei Chiba Station (Chuo-ku, Chiba Prefecture) from behind with his smartphone.

When a man behind her called out ‘Hey,’ Okada broke through the ticket gate and fled. The man alerted station staff and nearby police officers, who seized Okada on the sidewalk near the station and arrested him red-handed. Okada was intoxicated. He denied committing the crime, saying he had not taken any voyeuristic pictures.

Okada was hired in 1997. After working at the Gyotoku and Funabashi police stations, he was assigned to the 4th Investigation Division, which was in charge of gang crimes, in March 2022. According to the prefectural police, he had no major problems with his work attitude and had no drinking troubles.

Okada’s reputation as a police officer was never bad, but he could not control his own desires, and in November 2022 he was dismissed from the Chiba Prefectural Police Department on disciplinary grounds. The verdict is scheduled to be handed down on September 27 this year.
