Sexual desire outweighed guilt! Former Chiba Prefectural Police Captain Indicted with 6 incidents of rape and forced sexual intercourse
I, who am supposed to protect the public, have deeply injured the victim, who was not at fault at all,” a man charged with rape and forcible sexual intercourse in six cases said in court.
The man charged with rape, forcible sexual intercourse, and other crimes in the six cases apologized in court. The man is a former police captain in the Investigation Section 4 of the Chiba Prefectural Police. Although he was a police officer, he repeatedly committed indecent acts with young women.
On July 13, the first trial of Makoto Okada, 46, was held in Courtroom 201 of the Chiba District Court.
According to the indictment, Okada allegedly broke into apartment buildings in the prefecture between 2002 and 2005, when he was a police lieutenant, and threatened women in their teens to 20s with kitchen knives and sexually assaulted them. In 2010, he was also charged with violating the prefectural nuisance prevention ordinance by filming a woman naked from a bathroom window.
According to prosecutors, Okada threatened the woman, saying things like, “Remember that when I tell the police. Okada, who admitted to the indictment that he was troubled by family troubles, said the following about the background of his repeated crimes: “I became desperate and started to realize the reality of my situation. He said that he had become desperate and escaped from reality, and that his sexual desire and curiosity had overtaken his sense of guilt.
FRIDAY Digital” reported in detail on Okada’s third arrest in an article distributed on September 23, 2010. We would like to reproduce the article and look back on the crime’s appalling modus operandi and Okada’s surprising reputation (some parts of the article have been corrected).

A veteran police captain was arrested for the third time.
On September 20, 2010, the Chiba Prefectural Police re-arrested Okada, a police inspector in the Investigation Section 4, on suspicion of forcible sexual intercourse and breaking and entering. According to the Prefectural Police Inspector’s Office, Okada entered the room of an adult female who lived alone in the prefecture. According to the Prefectural Police Inspector’s Office, Okada allegedly threatened the woman with a knife-like object and sexually assaulted her.
The incident occurred between 2:00 and 3:00 a.m. on July 23, 2005. The woman filed a damage report the day after the incident. DNA samples taken from the crime scene matched Okada’s, who was arrested in a separate case, leading to his arrest.
The “other case” involving Okada was an incident on June 30, 2010, when he allegedly entered a house in Chiba Prefecture and photographed a bathing woman through the window with his smartphone. He was arrested on suspicion of violating the prefectural nuisance prevention ordinance and breaking and entering.
These are not the only two cases in which Okada was arrested. On the night of August 12, 2010, he was suspected of taking a picture of a woman riding the escalator at Keisei Chiba Station (Chuo-ku, Chiba Prefecture) from behind with his smartphone.
When a man in the rear of the station became suspicious and called out, “Hey,” Okada broke through the ticket gate and fled. The man alerted station staff and nearby police officers, who seized Okada on the sidewalk near the station and arrested him red-handed. Okada was intoxicated. He denied committing the crime, saying he had not taken any voyeuristic pictures.
Okada was hired in 1997. After working at the Gyotoku and Funabashi police stations, he was assigned to the 4th Investigation Division, which was in charge of gang crimes, in March 2010. According to the prefectural police, he had no major problems with his work attitude and had no drinking problems.
Even if he was under stress due to family problems, it was no excuse for hurting multiple women. Okada was unable to control his own desires, tarnishing the prestige of the prefectural police and betraying the trust of the people of the prefecture.
