A large number of inbound tourists who come to Shinjuku’s Kabukichō district do so for the purpose of purchasing sex—so-called “sex tourism.” If sex work were to be decriminalized, entertainment districts could once again become filled with sex industry establishments, similar to how they were before past cleanup operations.
