Shinjuku’s Kabukicho district attracts many international visitors who come for the purpose of purchasing sexual services—so-called “sex tourism.” If the buying and selling of sex were to be decriminalized, the red-light district would likely be flooded with sex establishments again, just as it was before the cleanup campaign (’26).
