<p> On June 3, the Juvenile Development Division of the Tokyo Metropolitan Police Department re-arrested Shota Inoue, 24, an unemployed man from Minami-Senju (Arakawa Ward), Tokyo, on suspicion of non-consensual sexual intercourse, violation of the Act on Punishment of Sexual Photography (filming), violation of the Child Prostitution and Child Pornography Law (manufacturing), and other charges. He is suspected of sexually assaulting a 14-year-old junior high school girl he met in Kabukicho, Shinjuku, and forcing her to engage in daddy-daughter activities, and filming them.</p>
<p><span class="strongInContent"> Inoue was also arrested in May on suspicion of forcing another junior high school student into prostitution. The suspect Inoue was a member of a delinquent group active in the Toyoko neighborhood and called himself &#8216;Inochi.</span></p>
<p><span class="strongInContent"> He was arrested on suspicion of having a third-year junior high school girl perform a sexual act at a Kabukicho bathhouse at around 2:50 p.m. on May 5 and again at around 11:40 p.m. on May 9 at a hotel, where he had her perform a sexual act and film it. The suspect, Inoue, admitted the charges, saying that he had been told by the girl that she was 14 years old.</span></p>

Some kids were in trouble because they didn&#8217;t have money. Some of them, especially the newcomers to Toyoko, stayed at the house without knowing it and paid for it.</span></p>

<p><span class="strongInContent"> Inochi has girls OD and have intercourse while they are dizzy, then take a video of it without their knowledge. Sometimes they would use the videos to demand money. When my friend stayed at Inochi&#8217;s house and could not pay the money, she was told to &#8216;go do daddy work&#8217; or &#8216;pay him with your body,&#8217; and threatened that she would not erase the video unless she paid him the money. Inochi is unemployed, so he is very picky about money.</span></p>
<p> After repeating such acts, he was finally arrested.</p>
<p> There has been a string of crimes in the Tohyoko neighborhood. Most recently, at the end of May, a gang member affiliated with the Sumiyoshi-kai gang was arrested for attempting to kidnap a woman in her 20s in Toyoko. In Toyoko, everyone is treated as one person, regardless of age. There is no end to the number of bad adults who take advantage of this situation, and as a result, the area has become a breeding ground for crime.</p>
