Five Years Later, Kamen Rider Revice Still Thrills Fans With Epic Good vs. Evil Organization Battles
The unique organization of Kamen Rider Revice
The popular Reiwa-era Rider series Kamen Rider Revice (aired 2021) will celebrate its 5th anniversary on September 5, 2026.
From its broadcast, Kamen Rider Revice attracted attention with its innovative characters, rapidly unfolding mysteries and plot twists, and striking action sequences. Even as it reaches its 5th anniversary, it maintains strong popularity, and the series’ main scriptwriter, Hanta Kinoshita, has published a newly written novel, Kamen Rider Revice: ONE POSSIBILITY(published February 2, 2026).
While fans are eager to see what kind of novel Kinoshita has created, here we will focus on the unique organizational structures depicted in Kamen Rider Revice from the perspective of organizational theory.
Organizational theory can be analyzed from several perspectives. Here, we examine the organizations in Kamen Rider Revice from the viewpoints of structure and leadership.
The structure perspective classifies organizations based on decision-making mechanisms: hierarchical hierarchy organizations, flat flat organizations with few layers, or matrix organizations in which decisions span multiple supervisors or departments.
The leadership perspective classifies based on the leader’s role in decision-making: autocratic leadership, in which the leader directs the entire organization; democratic leadership, which emphasizes member consensus; and servant leadership, in which the leader acts in a supportive role toward members.
A happy family tossed about by an organizational survival struggle!
The protagonist, Ikki Igarashi, was the eldest son of the Igarashi family, which runs the bathhouse “Shiawase-yu.” After an accident, he transforms into Kamen Rider Revi and becomes caught in the fate of fighting the demon-worshipping organization Deadmans, which seeks to revive the demon “Giff.”
The Revice Driver, which allows transformation into Kamen Rider Revi, was developed by the government-affiliated special agency Phoenix to counter Deadmans. Ikki’s younger brother and the Igarashi family’s second son, Daiji, was originally chosen as the transformant. However, during the ceremony where he was appointed captain of his Phoenix squad, Deadmans attacked. Although Daiji had the opportunity to transform, he hesitated, and Ikki transformed in his place.
Furthermore, as will be discussed later, their father Genta also had his life drastically twisted by a certain organization.
Does Phoenix, which fights Deadmans, have a hidden purpose!?

The organization Phoenix was established by the government to fight crimes committed by Deadman and the secretive Deadmans operating behind the scenes.
With scientist George Karizaki developing items such as the Driver and Vice Stamps, and maintaining the airborne command ship Phoenix Sky Base, Phoenix appeared to wield super-scientific power beyond modern science. However, the organization actually harbored a major secret.
That secret concerned Hideo Akaishi, the founder and director of Phoenix, and ultimately led to Phoenix’s destruction.
Noah, the predecessor of Phoenix, was the root of everything!?
Phoenix’s predecessor was the government scientific research organization Noah, founded to militarily exploit the power of Giff. Research conducted there—including the development of Vice Stamps that would later create Kamen Rider Revi—was carried out by Masumi Karizaki, George Karizaki’s father.
In Noah, inhumane experiments were conducted, such as implanting Giff cells into Ikki’s father, Genta Igarashi (real name Junpei Shiranami). When an accident led to Noah’s collapse, the “Giff Coffin” was leaked, causing many of the subsequent events.
Hideo Akaishi, later Phoenix’s director, was in charge of administration at Noah, making it the true origin of Phoenix. But because Noah was an organization that was extremely gray—bordering on black—the collapse may have been inevitable.
From an organizational theory perspective, Phoenix had a military-like structure and operated as a hierarchy organization under autocratic leadership. In contrast, Noah, although a government organization, focused on scientific research and functioned as a matrix organization under servant leadership.
The rise and fall of Deadmans, who worship Giff
Phoenix’s greatest enemy was Deadmans, an organization trying to disrupt society using Deadmen created by Vice Stamps. Under the three executives Agirera, Orteka, and Furio, they gathered followers discontented with society.
Deadmans repeatedly committed misdeeds, including attacking the Sky Base, but Phoenix’s assault destroyed their headquarters, Deadmans Base, and recovered the Giff Coffin, their object of worship.
Deadmans operated as a hierarchical organization under autocratic leadership, similar to a religious organization. Unlike Phoenix, however, they lacked capable leadership—a major weakness.
The failure of the “Giff Resurrection Ceremony,” the split among the three executives, and the short-lived “New Deadmans” led to the complete collapse of Deadmans, bringing their story to an end.
What is the third force, Weekend!?

But the organizations aren’t limited to just Phoenix and Deadmans. Weekend is a resistance group composed of those who lost family members to Deadman, operating under the belief that Phoenix, like Deadmans, should also be monitored.
Weekend included participants such as Sakura, another Kamen Rider from the Igarashi family, as well as members from both Phoenix and Deadmans, giving the group considerable strength and allowing them to make a major contribution toward restoring peace to the world.
Weekend, in contrast to Phoenix, was a flat organization with democratic leadership, excelling in communication. As a result, even if they lost a leader mid-mission, the organization did not collapse.
By the time the intense battles ended, Phoenix had already fallen, and Weekend, having achieved its objectives, was dissolved. From this arose the organization Bluebird, created to protect the new order.
Hiromi Kadota, who transitioned from being a Phoenix officer to a Weekend member and fought not as a Kamen Rider but as a human, became the first captain of Bluebird. Will Bluebird, true to its name, become humanity’s bluebird of happiness? That depends on the actions of humans like Hiromi, who never gave up fighting evil.
Bluebird, founded with lessons learned from Phoenix, is expected to remain a hierarchical organization while having multiple leaders and adopting a democratic leadership style.
The Kamen Rider series is packed with spectacular action scenes, diverse transformation items, and other attractions. But if viewers pay attention to the unique organizational structures within each series, they may gain a new perspective on the stories.
