The man said this and completely denied the charges against him. 
On July 22, at the Matsudo branch of the Chiba District Court, the initial trial was held for Akihiko Narushima (37), an unemployed man charged with violating traffic laws. Narushima, who denied the charges, is accused of riding a bicycle in April of this year and encroaching into the opposite lane, obstructing the passage of an oncoming vehicle.
&#8220;The prosecution claimed in their opening statement that Narushima repeatedly engaged in disruptive driving just before the incident. Narushima had a history of suddenly darting out on his bicycle, leading investigators to nickname him Hyokkori Han (a term used to describe someone who appears suddenly),&#8221; said a reporter covering legal affairs for a national newspaper.
Narushima’s behavior has not only led to this charge. He was also arrested in September 2019 and October 2020, with the second arrest resulting in a prison sentence of eight months and a fine of 200,000 yen. A vivid video posted on YouTube shows an incident. On October 6, 2020, the Ageo Police Station in Saitama Prefecture arrested Narushima, a part-time worker from Okegawa City, on suspicion of assault for grabbing a passerby by the chest. Narushima had been arrested in September 2019 for jumping in front of moving vehicles in Ageo City and other locations, and was on probation for violations of the Road Traffic Act.

Defendant Narushima, known for his infamous behavior, became somewhat of a local celebrity in Saitama Prefecture. His tendency to suddenly appear in front of vehicles earned him the nickname Hyokkori-han from law enforcement officials.

&#8220;Hyokkori-han, who had been laying low during his probation period, was rumored to be repeating his disruptive behavior. A victim who had been hit by a stone when he tried to intervene waited for Narushima to confront him. When he did, Narushima reportedly reacted violently, as seen in the aforementioned video. He allegedly told the police, ‘I was just riding my bicycle, but I was scolded, which made me angry.’ (according to a reporter from another national newspaper)

Narushima’s typical look consists of blonde long hair, a mask, sunglasses, and a black suit. He would ride his bicycle in front of cars and weave slowly along the centerline, occasionally veering into oncoming traffic. This reckless behavior could have easily caused a serious accident if a car swerved to avoid him and hit a pedestrian.

The behavior was too serious to be considered mere pranks. In July 2019, a man who had to slam on his brakes due to Narushima’s actions was injured.

&#8220;His actions started around 2018. Initially, it was just a topic of gossip on social media, but it gained widespread attention after being covered by the media in July 2019. The police, who had been passive, finally took action and arrested Narushima in September 2019 for causing injury to a man.
&nbsp;
At that time, he was employed as a metal processing company employee, but now he is listed as a part-time worker, suggesting he may have been fired following his arrest. In February 2020, Narushima was sentenced to two years in prison with a four-year probation period by the Saitama District Court. However, it seems he resumed his Hyokkori behavior around May of the same year.&#8221; (same source)

Initially, he might have stumbled into his dangerous acts unintentionally and found thrill in the reactions of others. However, his desire for such thrills escalated, and Narushima, unable to control his actions, faced the court once again.
