Hiyokkori-han Cyclist’s Shocking Post Incident Outbursts and Behavior
“I have not driven in a way that would harm others.”

On July 22, at the Matsudo branch of the Chiba District Court, the initial trial was held for Akihiko Narushima (37), an unemployed man charged with violating traffic laws. Narushima, who denied the charges, is accused of riding a bicycle in April of this year and encroaching into the opposite lane, obstructing the passage of an oncoming vehicle.
“The prosecution claimed in their opening statement that Narushima repeatedly engaged in disruptive driving just before the incident. Narushima had a history of suddenly darting out on his bicycle, leading investigators to nickname him Hyokkori Han (a term used to describe someone who appears suddenly),” said a reporter covering legal affairs for a national newspaper.
Narushima’s behavior has not only led to this charge. He was also arrested in September 2019 and October 2020, with the second arrest resulting in a prison sentence of eight months and a fine of 200,000 yen. A vivid video posted on YouTube shows an incident. On October 6, 2020, the Ageo Police Station in Saitama Prefecture arrested Narushima, a part-time worker from Okegawa City, on suspicion of assault for grabbing a passerby by the chest. Narushima had been arrested in September 2019 for jumping in front of moving vehicles in Ageo City and other locations, and was on probation for violations of the Road Traffic Act.

Defendant Narushima, known for his infamous behavior, became somewhat of a local celebrity in Saitama Prefecture. His tendency to suddenly appear in front of vehicles earned him the nickname Hyokkori-han from law enforcement officials.
