A 48-year-old man was arrested for the third time for “exposing his lower body to junior high school girls,” a horrifying motive for the crime.

Weekday afternoon on a residential street. The man was ransacking girls on their way home from school. The girls happened to be junior high school girls attending a nearby school. The man suddenly shows his lower half of his body to them.

“Crikey!”

The girls screamed and ran away. The man filmed them with a hidden camera attached to his glasses.

According to a report in TBS, the Kamata Police Station of the Tokyo Metropolitan Police Department arrested Michihiro Ishiwata, 48, a temporary worker in Kawasaki City, Kanagawa Prefecture, by February 13. He allegedly exposed his lower body to three junior high school girls on their way home from school on a street in Ota Ward, Tokyo.

This is the third time Ishiwatari has been arrested. Last November, he was arrested twice for exposing his lower half to a total of five junior high school girls.

When questioned by the police, Ishiwatari made a surprising statement. He said, “I have shown my lower body to 20 to 30 girls so far. As for his motive for committing the crime, he said, “It was a pleasure to see the girls’ surprised and embarrassed reactions. It seems that he was sexually aroused by watching the girls’ reactions, which he filmed with a camera attached to his glasses.

Surprising Defense by Arrested Incumbent Councilor

According to the National Police Agency, there are about 2,500 cases of public indecency each year, a high number. In August 2008, a ward assemblyman in his 50s from Minato Ward, Tokyo, was caught red-handed.

In the parking lot of a karaoke bar in Kawasaki City, Kanagawa Prefecture, he asked three high school girls, “Won’t you give me a good part-time job? One of them who looked at him suspiciously said, “I’m a member of the police force. One of them became suspicious and went to a police box to report the incident. When police officers arrived, they found that he had shown the girls his lower half.

Immediately after his arrest, Mr. A explained on his website as follows

At the time of the incident, I was drunk and in a high state of mind, dancing with a woman and playing with her as if I were naked. I said, “Why don’t you have a nice part-time job,” but my intention was different from that of the person I spoke to.

In July 2010, Councilor A was also arrested for speaking obscenities to two junior high school girls in a park in Ichikawa City, Chiba Prefecture. He received a summary order for a 300,000 yen fine. According to inquiries to the Minato City Council, Councilor A has continued his activities as a councilor despite repeated resolutions recommending his resignation (as of February 15, 2011).
