The &#8220;letter of apology&#8221; was posted on the Tokyo Minato City Council&#8217;s website on July 27. The Minato City Council apologized for the trouble with Daisuke Akasaka, 50, an incumbent councilor. The incident occurred in a park in Ichikawa City, Chiba Prefecture, on the evening of May 4.

A friend of the suspect, who heard the commotion from the two girls, called 110 to the police, and the Gyotoku Police Station of the Chiba Prefectural Police took action to prevent the crime. The Chiba Prefectural Police Gyotoku Station identified Akasaka from security camera footage and arrested him on July 26 on suspicion of violating the prefectural nuisance prevention ordinance.
 Akasaka denied part of the crime, saying, &#8220;It is true that I called out to them, but I don&#8217;t remember the details of what I said. It seems that he did not know the junior high school girls. Akasaka has a wife and children.&#8221;

Akasaka, a graduate of Musashi University&#8217;s Faculty of Economics, was first elected in April 2007 after working for a publishing company. He was currently serving his fourth term. This is not the first time he has been arrested.
&#8220;The first time he was arrested on suspicion of assault was in August 2004. I heard that he got drunk and hit a cab driver. He is usually a quiet person, but when he gets drunk, he becomes violent,&#8221; said a Minato Ward Council member.

His second arrest was in August 2008. He exposed his lower body to three high school girls in the parking lot of a karaoke bar in Kawasaki City, Kanagawa Prefecture. He was caught red-handed on suspicion of public indecency.
 He asked the girls, &#8220;Do you have a good part-time job?&#8221; One of the girls who became suspicious asked him if he had a good part-time job for them. One of them became suspicious and went to the police station to report the incident. When police officers arrived, they found that he was showing the girls his lower body. Akasaka received a summary order for a 150,000 yen fine for public indecency.
Akasaka was expelled from The Japan Innovation Party, to which he belonged, and the Minato Ward Assembly passed a resolution recommending his resignation from the assembly. Immediately after his second arrest, Akasaka made the following defense on his website: &#8220;I was drunk at the time of the incident.&#8221;
 I was drunk at the time of the incident and in a high state of mind. I was dancing with a woman and flirting with her as if I were naked. I said, &#8220;Would you like to have a nice part-time job?&#8221; But my intention was different from that of the person I was talking to.
This was the third arrest of the incumbent Minato Ward assemblyman. Just because he was &#8220;drunk and high as a kite&#8221; is no excuse.
