If Russia had adhered to the discipline of international humanitarian law, it would have suffered far fewer civilian casualties. We have evidence that the Russian military committed war crimes and violated international humanitarian law.

The Organization for Security and Cooperation in Europe (OSCE), which sent several experts to Ukraine, issued a report on April 13 denouncing violations of international law by Russian forces. For more than a year, we have been in contact with Ukrainian authorities, civilians, NGO groups, and the media. This is the first time that an international organization has recognized war crimes committed by Russia.

The illegal acts against civilians identified by the OSCE are wide-ranging. Torture, massacres, forced renditions, and the use of inhumane mass murder weapon — “cluster bombs”. The mayor of the eastern city of Mariupol, Boichenko, told reporters from various countries that the Russian military is trying to cover up the facts of the crimes.

‘More than 20,000 civilians were killed in the Russian military attack,’ he said. But the bodies were cleanly missing from the footage of the city uploaded by Russia. Where did the bodies go? Did they get up and leave? According to the information we have received, 13 mobile cremation facilities have arrived in Mariupol. The Russians are trying to burn the bodies and erase evidence of war crimes.”

In an online speech on April 12, President Zelenskyy complained of alleged sexual assaults on women by groups of people.

Hundreds of rapes have been committed. Almost every day. The victims include girls and even young children. The names of the Russian soldiers who committed the assaults have almost been identified. This is the reality.”

Reselling looted goods in Belarus

Foreign media reported how Russian soldiers looted and resold the important possessions of ordinary citizens. On the market in neighboring Belarus, they can get everything from refrigerators, washing machines, accessories, shelves, cars, computers, televisions, and expensive jewelry and artwork. All of these items were taken by Russian soldiers from Ukrainian citizens. The U.S.-based “Radio Free Europe” introduced the following comment from a Belarusian citizen.

Russian soldiers come in with tanks full of ‘goods. All of them are goods robbed from the Ukrainian people. They are trying to sell us spoils of war. Toys, dishes, tires — you name it they have it’.

Why does Russia repeat war crimes with impunity? Professor Itsuro Nakamura of Tsukuba Gakushuin University, who is an expert on Russian affairs, says:

One is that the morale of Russian soldiers is severely degraded. Injustice is rampant in the military. High-ranking officers are embezzling defense funds and fattening their own pockets. As a result, soldiers in the field do not receive enough remuneration or food, and there is a lack of control. The Russian military is like a mafia group with no discipline.

Second is President Putin’s strategy. He is using inhumane weapons and massacres to incite fear among citizens and increase the number of refugees to the West. For the West, especially Europe, accepting refugees is a serious problem. It requires huge budgets for living conditions and food supplies. In some countries, conflicts with their own citizens are intensifying as refugees have taken their jobs. Russia is trying to generate a large number of Ukrainian refugees to shake up and divide the West.”

The barbarity of the Russian military is only escalating. Rather than condoning war crimes, President Putin seems to be even deliberately encouraging them.
