The criminal, who fled to Shizuoka, Tokyo, and Okinawa, was arrested in just four days.

On August 28, Hirotaku Hanamori, 25, was arrested by the Tokyo Metropolitan Police Department on suspicion of assault for pouring sulfuric acid on the face of a man he knew at Shirokane-Takanawa Station on the Tokyo Metro. The Metropolitan Police Department was “only a day late” in fully supplementing the actions of Hanamori, who fled the scene after the crime.

The SSBC (Support and Cooperation Center for Investigation), a specialized unit of the Metropolitan Police Department, contributed to the speedy arrest.

“They specialize in ‘relay investigations’. They collect images from a wide range of security cameras in the vicinity of the crime scene and link them together to trace the culprit. Relay investigations combine the technology of security cameras, such as face recognition, with the human resources of the police force, making it a fusion of digital and analog methods.

(Journalist Ryo Imai) According to Mr. Imai, the relay investigation is conducted as follows. According to Imai, relay investigations are carried out as follows, and I will explain them in order.

(1) Incident occurs

(2) SSBC investigators arrive at the crime scene, collect and analyze security camera images

3) Tracing the culprit

(3) Determine the culprit’s whereabouts (4) Mobilize a large number of investigators to pursue the culprit at once

(5) Find and arrest the culprit

“In the collection and analysis of images in (2), the Metropolitan Police Department has a unique weapon. In the collection and analysis of (2), the Metropolitan Police Department has two unique weapons: the “captured image” and the “security camera database. In (2) above, the Police Department has a unique weapon in collecting and analyzing the images.

When the SSBC investigators are requested to go to a crime scene, they carry the captured images with them. The security camera database is a big data set that covers every single security camera installed at every location and in every format within the jurisdiction of the Metropolitan Police Department.

The database also includes the locations of the N-system (car number reading device with recording function) installed by the police. It can be said that all the location information of security cameras, once grasped by the Metropolitan Police Department, is in the database.

However, relay investigation is not always a panacea. There are places where there are no security cameras. In such a case, a speedy maneuver is taken from the station where the suspect got off. Sometimes we use our “detective instincts.

The suspect, Hanamori, was almost always captured by security cameras during his escape. Security cameras are now being deployed everywhere. It is safe to say that criminals have nowhere to run.

“Relay investigations are a great help, especially in cases originating in Tokyo. In addition, units such as the Metropolitan Police Department’s SSBC are being deployed by police forces all over the country. Many rural and regional areas don’t have cameras, but for incidents in areas centered around downtown, it’s almost impossible for criminals to escape.

As crimes become more diverse and sophisticated, police investigation techniques are also evolving.

The suspect, Hanamori, was arrested in just four days. The Tokyo Metropolitan Police Department had been following his footsteps precisely.
