<h3><span class="strongInContent"> Papa Katsudo (Underage Papa Activity)</span></h3>
<p> The underage papa activity is becoming a social problem.</p>
<p> In &#8217;25, 112 people were arrested under the Anti-Prostitution Law (waiting for customers) for street prostitution in Kabukicho, Shinjuku-ku, Tokyo, according to the Metropolitan Police Department&#8217;s Security Division. By age group, teenagers accounted for 14 arrests, or 13% of the total, indicating that prostitution by minors continues unabated.</p>
<p> In addition to this kind of visible street prostitution, prostitution with minors is also taking place in the papa-activities that connect them with an unspecified number of men on social networking services. In some cases, the offer of assistance is made under the guise of age, which can lead to criminal activity if the person is unknowingly involved.</p>
<p> However, both the women who engage in papa-katsu and the men who act as &#8220;dads&#8221; seem to have their own &#8220;reasons&#8221; for doing so. We interviewed both sides of the story.</p>

<p> The word &#8220;papa-katsu&#8221; can be used to describe a variety of activities. The content of the relationship can range from just eating dinner with a &#8220;daddy&#8221; to a sexual relationship in exchange for money. There are different types of sexual relationships, including &#8220;seeing/showing,&#8221; &#8220;hands-on,&#8221; and &#8220;mouth-to-mouth&#8221; relationships. It is also sometimes referred to as &#8220;support,&#8221; making it difficult for the average person to understand.</p>
<p> The main reason why women engage in papa activities is, of course, money. This is also the reason why the age of papa-katsu is becoming younger and younger. Mr. A, a 19-year-old man who engages in papa-katsu activities in Tokyo, has been engaging in papa-katsu since he was in high school. <p><span class="strongInContent"> If you want to make money quickly, selling your body is the fastest way. Even for petit (sexual acts that do not involve actual sexual intercourse), you can sell for a high price because you are a minor, and 10,000 yen for an hour is unbelievable. I don&#8217;t sell my body, but I send pictures of myself in my underwear and get some money for it via PayPay. As long as there is no contact, I think it is safe.</span></p>
<p><span class="strongInContent"> There are quite a few men who want to connect with minors on social networking sites. I&#8217;ve heard that there are some who live off the support of different fathers five times a week, earning around 700,000 yen a month.</span></p>

<h3><span class="strongInContent">What do the fathers have to say?</span></h3>
<p> What do the &#8220;daddies&#8221; who provide assistance want from women? Mr. B, a man who provides assistance in the Tokyo area, says <span class="strongInContent">, &#8220;It is healthier to be active as a daddy than to spend money at places like girls&#8217; bars and cabaret clubs</span>.</p>
<p><span class="strongInContent"> I&#8217;m what you call a &#8220;nonmotivated&#8221; person, so I have no contact with women. But I like women, so I spend money on papa-katsu. It&#8217;s like a hobby. With cabaret clubs, you need to spend a lot of money just to go to the bar with them, but with papa katsu, you just go out to dinner and that&#8217;s it. But with papa katsudo, you just go out to dinner and that&#8217;s it. Besides, we don&#8217;t go to a high-class restaurant, so it&#8217;s cheaper.</span></p>
<p> Even if the other party is a minor, the way he treats them is the same.</p>

What will you do if the school finds out?&#8221; &#8220;You can report me, but I will find out about you, too,&#8221; and other</span> strong threats.</p>
<p> The &#8220;daddy&#8221; side and the girl&#8217;s side are in need of a &#8220;daddy&#8221; and the underage girl is in need of a &#8220;daddy. There is no doubt that this is too dangerous, especially for girls who are weak and have no one to rely on if something happens to them. Especially, transactions conducted through social networking services are difficult to disclose, and even if a girl is involved in a crime, no one will help her.</p>
