<h3><span class="strongInContent"> 26 rooms operating in prohibited area</span></h3>
<p> On February 17, a joint task force of Kanagawa and Chiba prefectural police announced the arrest of 15 men and women, including the manager of a men&#8217;s esthetic salon &#8220;God&#8217;s Esthetic&#8221; (35), on suspicion of violating the Entertainment Establishments Control Law (operating in prohibited areas) for operating an adult entertainment establishment in an area where the operation of store-type adult entertainment establishments is prohibited.</p>
<p> According to the Kanagawa Prefectural Police Lifestyle Security Division, the proprietor and others were operating franchisees in Tokyo, Kanagawa, Saitama, Chiba, and Tochigi. On April 17, the Joint Investigation Headquarters conducted raids at about 42 locations, including an apartment in Shinjuku Ward where the sales proceeds were believed to be kept. It is believed that at least 26 of the condominiums in Tokyo where the service was provided operated in prohibited areas, and that they sold more than 1 billion yen per year.</p>

<p><span class="strongInContent"> The suspect was arrested on December 12, 2013 for conspiring to operate a men&#8217;s esthetic salon offering sexual services in a condominium in Shinjuku Ward, where the operation of a storefront sex establishment is prohibited by Tokyo metropolitan ordinance. Kami no Esthetic is a store that was said to be no stranger to the men&#8217;s esthetic industry. It was a large chain with 10 stores in Tokyo alone and nearly 30 stores in the Kanto area, with several hundred therapists on staff.</span></p>
<p><span class="strongInContent"> In February 2013, Shonan Kami no Aesthetics in Kanagawa Prefecture was busted, and four people were arrested for violating the Entertainment Establishments Control Law, and in March of the same year, three people were arrested for violating the Anti-Prostitution Law.</span></p>

After the Nakano store was exposed, there were rumors in the industry as to who would be the next dominant chain, but it was God&#8217;s Esthetic that quickly emerged and rose to the top of the men&#8217;s esthetic world.</span></p>
<p><span class="strongInContent"> The stores were crowded with male customers who were looking for the treatment because it was performed on the premise that illegal activities would take place in the store. Unlike a healthy men&#8217;s esthetic salon, the customers also come for the illegal acts, so it is no different from an illegal condominium-type health salon.&#8221;</span></p>

<p> What was going on at God&#8217;s Esthetic? We asked a man who had used the salon before.</p>
<p><span class="strongInContent"> When I entered the room, what jumped out at me was a mat placed on a tatami mat in the center of the room where the treatment was performed. It was the same as in other meneses, but there was gravel and even stepping stones placed around it, just like a Japanese garden. I wondered if they would remodel the room this much at Meneses.</span></p>
<p><span class="strongInContent"> The therapists are basically in light clothing, and you can choose topless or micro bikini as an option. This is a service that is also offered at other establishments, but in the case of this place, there is definitely a &#8220;nuki&#8221; at the end of the session. It is completely illegal.</span></p>

<h3><span class="strongInContent">How far can you go?</span></h3>
<p><span class="strongInContent"> I was told, &#8220;You can&#8217;t do &#8216;nuki,&#8217; but that&#8217;s just a pretext. I was told in a roundabout way, &#8216;If you get paid for an option, you can keep it for yourself and not the store.</span></p>
<p><span class="strongInContent"> There is a fixed flow to the treatment at Meneses. At the end, we are taught to give a thorough treatment of the lower half of the body, and even if a customer &#8220;explodes&#8221; there, we are told that &#8220;there are people like that, so it can&#8217;t be helped.</span></p>
<p><span class="strongInContent"> When the Shonan store was exposed, a warning was circulated to the entire staff to be careful, and they refrained from doing business for a few months, but I think they were soon doing extreme things again.</span></p>

She says that she was once told outrageous lines by a regular customer: &#8220;I was often told during a treatment, &#8216;You&#8217;re not a good therapist, you&#8217;re a good person.</p>
<p><span class="strongInContent"> During the treatment, I was often asked, &#8216;How far can you go? I said, &#8216;I want to have fun at the end. I would say something like, &#8216;It&#8217;s just for fun at the end,&#8217; and let it slide, but then I was told, &#8216;I come to this place a lot, but X-chan, the therapist, was able to do the &#8220;real&#8221; part for 5,000 yen. The next time I nominated her, it was for free.</span></p>
<p><span class="strongInContent"> I knew that there were therapists who did such things behind the scenes, but I was surprised that there were people who went to such lengths.</span></p>

<p> The exposure of Kami no Esthetic, which had been a symbol of extreme men-esu stores, seems to have come as quite a shock to the men-esu industry. The reason is that this was the first major case of an extreme men-es shop being exposed since the penalties were tightened under the revised Entertainment Establishments Control Law in June of 1925.</p>
<p> The penalty for operating a men&#8217;s restaurant in a prohibited area has been increased from &#8220;imprisonment for not more than two years or a fine of not more than 2 million yen&#8221; to &#8220;imprisonment for not more than five years or a fine of not more than 10 million yen&#8221; in the case of individuals. For corporations, the fine is from 2 million yen to 300 million yen.</p>
<p> The revised penalties would apply to God&#8217;s esthetic managers. One of the reasons behind the rapid spread of mens rea was also the &#8220;lightness of the fine. Before the amendment, some people thought that a few million yen would be a balance between exposure and money. If a heavier penalty is imposed, it must be a threat to the menes who are doing illegal activities. The future of the investigation will be closely watched.</p>
