Two police officers responding to the accident were seriously injured
In the early morning of February 8, when strong cold air flowed in and 5 cm of snow was recorded in central Tokyo, a shocking accident occurred on Tsukiji Ohashi Bridge in Chuo-ku, where two police officers were seriously injured in a hit-and-run accident.
At around 5:30 a.m., a Lamborghini Urus, a luxury foreign car priced at no less than 30 million yen brand new, came barreling toward a police car parked at the scene to respond to a two-vehicle collision. The Lamborghini first hit a cab driving in front of it, and then a police car parked nearby. The car that followed, trying to avoid the accident, also slipped, causing a series of single and collision accidents, resulting in a multiple accident involving a total of eight cars.
But the story did not end there.
The Lamborghini was driving through the snow on normal tires. It is believed that the car was traveling at a speed far exceeding the speed limit of 60 km/h. Seven people were seriously injured in the accident, including the driver of the Lamborghini.
A male sergeant (51) and a male lieutenant (49) in the police car sustained serious injuries, including broken bones in their necks and hips. A woman in her 20s riding in the passenger seat of the Lamborghini was also seriously injured, breaking her pelvis. However, instead of rescuing the injured police officers, the driver of the Lamborghini, ……, abandoned the car and the woman who was stuck in it and fled the scene.
The driver, a Chinese self-employed man named Liu Chang-lan, 41, turned himself in to the Tsukishima Police Station of the Metropolitan Police Department at around 8:00 p.m., about 15 hours later. He was arrested on suspicion of violating the Automobile Accident Punishment Law (for dangerous driving) and violating the Road Traffic Law (for hit-and-run).
Liu’s house is located in the Harumi tower area, and it appears that the accident occurred while he was returning to his house from the Ginza area. Liu stated that he met the passenger, a woman in her 20s, on the day of the accident.
On the morning of the 10th, Liu was sent to Tsukishima Police Station in a convoy. When Liu noticed that the cameras of TV stations were watching him, he cowardly hid himself behind the driver’s seat, causing the cameramen of the stations to say, “Oh, where? Where? The cameramen from the various companies frantically chased after the suspect.
Why he turned himself in 15 hours after the accident
“The suspect Liu stated that the reason he fled the scene was because ‘I was also injured, so I left to go to the hospital. However, no hospital is open early on Sunday morning. If he wanted to go to an emergency hospital, it would obviously be faster to call 119.
Mr. Munenori Kumagai of the Traffic Accident Investigation and Analysis Office analyzed the accident as follows.
The bridge is prone to freezing in the early morning hours because the geothermal heat is not easily transferred to the top of the bridge. However, since it was still the beginning of the downpour, I do not think it was frozen. In any case, the cause of the accident was that the driver was going too fast while the road conditions were poor due to the snowfall. It is believed that he was driving more than 100 km/h, which constitutes dangerous driving.
He also pointed out that Liu fled immediately after the accident and turned himself in 15 hours later.
In my experience as an investigator, people who flee and then turn themselves in after 15 hours are usually involved in alcohol-related crimes. The police investigate everything from where they were before they drove to what they were doing. In this case, since I had a passenger, they will also ask where we were together. If there was alcohol involved, there is a possibility that the driver will later be charged with drunkenness and dangerous driving.
A driver causes a serious accident that seriously injures several people, and then flees alone, leaving an injured woman behind. Liu will soon be severely punished for his self-preservation.
