On January 18, a man came out of the Chiba-kita Police Station building. When approached by a security police officer, he nodded emphatically and seemed to answer the questions he was asked honestly, but his appearance showed no signs of animation at all – a sign that he was not a man at all.

The incident occurred at 0:50 p.m. on January 16 at a distribution center in Inage-ku, Chiba City. The man is suspected of attempting to kill a female colleague (30) in the break room by cutting her head multiple times with a Chinese knife.

The suspect, Jiang Xiuxin, 34, a self-described Ichikawa company employee and Chinese national, was arrested by the Chiba Prefectural Police on suspicion of attempted murder. According to investigators, the suspect and the female victim had previously been in a dating relationship, and the trouble may have led to the crime. When the woman was resting in the break room, the suspect slashed her from behind with a Chinese knife with a blade of 18 cm in length. The woman sustained injuries to her head and neck, but her injuries were not life-threatening. The suspect was taken into custody by a man who was present at the scene.

Another man was found bleeding inside the distribution center and was taken to the hospital unconscious and in critical condition. The police are investigating the case because they believe that the suspect attacked this man as well.

It is believed that a tangled relationship between a man and a woman was the cause of the attack, but the connection to the man who collapsed on the premises is not yet clear. Crime journalist Taihei Ogawa analyzed the case as follows.

The suspect and the female victim were in a dating relationship, so this may be considered a stalking case. However, it cannot be said that the cause was only a male-female relationship. The fact that the suspect and the victim had the intent to kill may indicate that money was also involved. And was the man who collapsed on the premises damaged in an attempt to stop him, or was he someone related to these two men?

There are still many things we don’t know, and I hope that the investigation will be properly carried out. I would also like to see the government take a hard look at how to reduce the number of stalking incidents like this.

Speaking of stalking cases, on January 21, police arrested a former boyfriend, a company employee, on suspicion of murder in the stabbing death of a woman manicurist in her apartment in Mito, Ibaraki Prefecture, on New Year’s Eve last year. The suspect is believed to have been repeatedly stalking the victim woman. It is known that four days before the incident, the victim woman had called the Mito Police Station and asked for a stalker consultation service. However, at that time, the woman hung up the phone without revealing her name or contact information.

The woman said, “Reporting a stalker is not an easy thing for a woman to do. Will they really protect me? If they find out that they have reported a stalker, will they be resented, and will that increase the danger? This is because of such concerns.

However, the police now have a department called the “Personal Safety Division” that specializes in stalking and domestic violence investigations, and female police officers now work with them to protect them. This does not guarantee 100% safety, but it certainly increases deterrence,” said Ogawa.

The suspect is a Chinese national. The nationality of the female victim has not been disclosed, but if she was a foreign national, it is possible that she did not know that Japan has a law called the “Stalker Regulation Law” and that she would be protected if she reported the incident. In the future, the number of cases where the victim of a stalker is a foreign national will increase. It is also necessary to publicize this law to such women as soon as possible.
