Former Cabinet Bureaucrat Shows No Remorse in 4,000 Yen Paid Dating Scandal

He sexually assaulted a junior high school student after giving her 4,000 yen in cash
“It wasn’t like I was committing lewd acts with the junior high school girl every time I gave her money or something. There were many times when I stayed in the car with her for three to four hours, gave her only money, and then left. I think that’s probably why my sense of guilt gradually began to fade.”
The man who sexually assaulted two junior high school girls after giving them cash and other items gave this explanation of his relationships with the girls in his final statement.
“On December 9, 2012, Kanagawa Prefectural Police arrested Yukihiro Koizumi (age 40 at the time) on suspicion of sexual intercourse without consent, for allegedly sexually assaulting two female junior high school students, Ms. A (age 12 at the time) and Ms. B (age 13 at the time), after giving them 4,000 yen in cash each. Defendant Koizumi allegedly parked his car in the parking lot of a public facility in Yokohama and committed the crimes inside the car. He also filmed parts of the crime on his smartphone. The prosecution subsequently indicted Koizumi on charges of sexual intercourse without consent and violation of the Child Pornography Prohibition Act.
At the time of his arrest, Koizumi was in charge of security at the Prime Minister’s Office as a clerk, which led to the Chief Cabinet Secretary at the time, Yoshimasa Hayashi, issuing a statement saying, ‘It is truly regrettable. The Cabinet Secretariat will deal with this matter strictly, taking into account the progress of the investigation.’ He was subsequently dismissed on March 28, 2013″ (a reporter from the social affairs department of a national newspaper).
The sixth hearing of Koizumi’s trial was held at the Yokohama District Court on September 22. In his final statement on that day, Koizumi stated, as mentioned at the beginning of this article, “I have received various social sanctions, but I would like to live my life with a deep sense of remorse.”
Koizumi has admitted to having unprotected sex with A on May 17, 2012, the day in question, but has reached a settlement with A’s guardian. A’s guardian reportedly stated, “We cannot forgive this, but we will not seek criminal punishment.”
On the other hand, he partially denies the allegations, claiming that he did not engage in any acts that could be considered non-consensual sexual intercourse with Ms. B. No settlement has been reached with Ms. B.
So, what exactly did Koizumi claim to have done to Ms. B? At the fifth hearing on September 4th, in response to his defense attorney’s questions, Koizumi gave the following testimony about May 17th:
“I can assure you I didn’t.”
“Originally, I met B-chan with the sole purpose of talking and eating sweets. Before long, we started doing naughty things in exchange for money and other things.
That day, I arrived at the meeting place with the intention of doing naughty things, and while I was waiting in the car, B-chan arrived with A-chan. A-chan sat in the back seat first, and we did naughty things for about 10 minutes before taking over as B-chan, who was in the driver’s seat.
I was kissing B-chan and touching her body while I was taking a video with my smartphone in my right hand, but when I jokingly teased her, she got angry. We stopped having sex at that point, so I can say with certainty that I did nothing that could be considered non-consensual sexual intercourse.”
However, the video does not show Ms. B getting angry and ending the sexual act.
Koizumi gave the same explanation to the prosecutor who stood up to question him, saying, “I clearly remember kissing and touching Ms. B’s body during my interactions with her, but I do not recall doing anything that could be considered non-consensual sexual intercourse.”
Even after the prosecutors continued to question her, Koizumi’s claims did not change, and she stated, “I don’t think B-chan is lying, but she is human, so I think there may be errors in her memory. Of course, this applies to me as well.”
Finally, when the prosecutor asked him, “Do you know why you are being charged with a crime?” he replied as follows.
“I knew in my head that committing indecent acts on a child who is still young and unable to make decisions is a crime. But at the time I didn’t feel much guilt, and I didn’t think about what would happen to the victim in the future.”
“I was worried and wanted to help.”
What will be the prosecutor’s position on these claims made by the defendant Koizumi?
During his closing argument at the sixth trial, the prosecutor pointed out that “this crime was a despicable and malicious one that took advantage of the child victim’s immature judgment ability,” and “the defendant repeatedly committed similar crimes despite knowing that his actions were unacceptable, showing a lack of sense of morality,” and demanded a seven-year prison sentence.
On the other hand, the defense attorney argued regarding B’s testimony, “B’s memory is extremely vague and his testimony cannot be trusted. I do not believe that non-consensual sexual intercourse has been established.”
He added, “There are sufficient circumstances in place to eliminate the possibility of recidivism, such as the expectation that the defendant will be supervised over the long term by his family,” and added, “I believe that in this case, the defendant should be given the first and last suspended sentence of his life.”
During the trial, defendant Koizumi claimed that he had a close friendship with the victim, saying, “B-chan was having trouble with various relationships, so I wanted to help her.”
However, he also stated that he engaged in sexual acts because B had requested it. In his final statement, he said, “I thought this was a crime, but the main reason is that I did it because B wanted it.”
Can a man in his 40s who shifts the blame onto the junior high school student, claiming that it was the other girl who invited him and that it was not his fault, really be rehabilitated in society?
The verdict is scheduled to be handed down on October 29th.
