Former head teacher denies some charges of indecency with a junior high school girl by touching her breasts over her underwear….

I am being touched by a teacher at the cram school.

It was in June of this year that the girl consulted a counselor who had been helping her for some time. The counselor reported the matter to the police. An investigation was conducted and the incident was discovered.

On September 14, the Juvenile Development Division of the Tokyo Metropolitan Police Department arrested Chikakazu Ishida, 45, of Nakano Ward, Tokyo, on suspicion of indecent assault. Ishida, a former head teacher at School IE, a tutoring school whose catchphrase is “Motivation Switch,” allegedly committed indecent acts, including touching a 15-year-old female junior high school student.

The alleged incidents occurred in March and May of this year. School IE” features one-on-one or one-on-two tutoring. When Mr. Ishida was alone with Ms. A at a classroom in Tokyo, he sat next to her in a partitioned booth and gave her instruction. He approached her more than necessary, touching her breasts over her underwear and her thighs over her clothes.

Ms. A tried to prevent this by putting on a jacket and closing the zipper, but Ishida did not stop him. He had been under Ishida’s tutelage since elementary school, and he was unable to forcefully refuse his teacher, who had taken care of him for so many years.

He has done it about 10 times so far.”

After graduating from high school, Ishida began working at “School IE” as a part-time employee around July ’05. In 2002, he was hired as a full-time employee and became the head of a school. He was a veteran instructor with 20 years of teaching experience, but was dismissed on disciplinary grounds on September 12, two days before his arrest.

He denied some of the allegations when questioned by the police.

He said, “My hand accidentally hit her chest, and since she didn’t say anything, I thought it was okay, so I escalated the incident. I have done this about 10 times in class so far. There is no doubt that I touched the student’s body, but not over her underwear.”

In response to the incident, the “Motivation Switch Group,” which operates “School IE,” issued a comment saying, “We deeply apologize to the students and their parents. Former Kanagawa Prefectural Police detective and crime journalist Taihei Ogawa said, “The position of ‘teacher’ was abused.

The police are investigating to see if any other students have been victimized by Ishida.
