<p> Shitennoji Temple, the first official temple of Buddhism in Japan, was built by Prince Shotoku in 593. The Bon Odori dance festival held here every August is a summer tradition in Osaka, attracting families, couples, and foreign tourists.</p>
<p> This year, too, Kikusuimaru Kawachiya (62) led the crowd in a rousing performance, but there was one man in the circle around the dancing stall who was clearly out of place. In the heat of the summer heat, dressed in a suit and moving his wrists to the beat of the taiko drums, was Hiroshi Ando, 60, the secretary general of the House of Councillors and a member of the upper house of the Diet.</p>
<p><span class="strongInContent"> Mr. Ando was first elected to the House of Representatives in 2012, running for the Kyoto 6th Constituency, and served three terms as a member of the LDP House of Representatives, but caused a bit of a stir when he decided not to run for the lower house in 2009.</span></p>
