On March 19, the Akasaka Police Station of the Tokyo Metropolitan Police Department arrested Yuma Sakanaka, 24, of Ueda City, Nagano Prefecture, on suspicion of violating the Child Prostitution and Child Pornography Law (manufacturing). The suspect, Sakanaka, is an employee of the Ueda Waterworks Administration Office of the Nagano Prefectural Enterprise Bureau. He is said to have taken videos and photos of underage girls in the nude with his smartphone.
The alleged incident occurred on December 2, ’23, between 6:00 and 8:00 pm. The victim was a high school girl, A, who was 16 years old at the time, who met the suspect Sakanaka through SNS. Sakanaka allegedly took pictures of Ms. A’s body in his car parked in Nagano Prefecture.
In July of last year, an acquaintance of Ms. A consulted the Akasaka Police Department about another case. During the investigation process, the current case came to light. Sakanaka denies the charge, saying he did not know the suspect was under 18 years of age when questioned by the police.
A photographer for this magazine photographed Sakanaka being sent to the police station on March 21, immediately after his arrest. Sakanaka was wearing long hair and black-rimmed glasses. He was acting strangely, getting into the convoy with his arms stretched out in front of him.
There is no doubt that he made the request.
There have been a number of cases of indecent assaults on women by government and municipal employees. The following are some of the recent cases.
In November last year, a male employee in his 20s was arrested in Toyama Prefecture. He met a girl attending a junior high school in Tokyo through an online game, and requested her to send him a naked picture of herself via direct message. The girl refused, but the incident was discovered when she communicated with the man on a computer loaned by her school and on her mother’s smartphone. The man told the police, “There is no doubt that I made the request.
In December last year, a male employee in his 40s working for the Ministry of Finance was arrested. He took a voyeuristic picture of a woman in her 20s in her skirt on the escalator at the station nearest the university where he is registered as a researcher. The incident was discovered a few days later after another woman complained of being allegedly filmed at a station in Tokyo. The man’s smartphone had multiple images of the voyeuristic photos stored on it.

Most civil servants work very hard and diligently. Unfortunately, however, some of them are overly proud that they are in charge of the political economy of the nation and local governments. There are a very small number of employees who are out of touch with the general public. Even if they feel a little guilty, they may justify their actions, even those that unreasonably satisfy their own desires, because they are usually working with a heavy responsibility.”
In the incident mentioned at the beginning of this article, several other images of women were found on Sakanaka’s phone. The police are also investigating the extra crimes.
