Takashi Tachibana of the NHK Party exposes personal information of former Hyogo Governor Motohiko Saito (left) and the Prefectural Bureau Chief, who were accused of violating the Public Office Election Law.

Hyogo Governor Motohiko Saito, re-elected, is facing severe chaos, making governance a distant concern. Governor Saito and the PR company representative have been criminally charged with violating the Public Office Election Law. The representative has gone into hiding, refusing to speak.

Meanwhile, NHK Party leader Takashi Tachibana, who served as Saito’s support captain, continues to target the late Prefectural Bureau Chief, A, rather than focusing on the election law violation.

Folders and Files Released from Official PC

Takashi Tachibana, claiming to have obtained the contents of A’s official PC from an informant, began releasing folders and files starting November 29. He also revealed the real name of a former prefectural employee, who may have had a close relationship with A.

“Among the files on the PC were folders named ‘〇〇 Photo Studio’ (actually the woman’s name) and novel-related. During the governor’s election, Tachibana posted a campaign slogan saying ‘The Truth Behind the Suicide’ and stated that A had ‘inappropriately interacted with over 10 female prefectural employees in 10 years, and it is believed that he feared a charge of non-consensual sexual acts, leading to his suicide.’ Later, Tachibana clarified that the number was actually seven women, and that the relationships were consensual” (sports paper reporter).

On December 2, Governor Saito revealed that he would consider a third-party investigation, including by lawyers, into the leak of A’s private data.

“I am unsure whether the information circulating is authentic. It is crucial to verify the facts,” Saito stated. However, many on the internet are questioning whether Tachibana’s release of A’s data might be fabricated.

Ichitaro is included.

The file found on Mr. A’s public computer was created with a word processing software called “Ichitaro,” and the file extension was “.jtd.”

There has been a pointed suggestion such as “Ichitaro has been banned in government offices for the past 20 years,” which has become one of the grounds for the fabrication theory.

However, Hodaka Maruyama, the vice president of the NHK Party, explained on his YouTube channel on December 1st, saying:

“Public office computers have Ichitaro installed.”

He continued by asking, “Do you all have Ichitaro on your computers these days? You don’t, right?” and speculated that it was precisely because it was a government PC that the Ichitaro file was present.

According to the website of Brains Technology Inc., it lists Hyogo Prefecture Government as one of its implementations, stating that “Neuron ES,” a search system for a vast number of official documents such as Ichitaro and Office files, was introduced. Furthermore, on Hyogo Prefecture’s website, some documents are available for download in “Ichitaro version.” This makes it highly likely that Ichitaro was installed on public computers.

However, this does not conclusively prove that the documents were not fabricated or that the reason for the suicide of the head of the Prefectural Citizens’ Bureau was due to fear of private matters being exposed (According to a TV station insider).

Tachibana’s intention might be to divert public attention from the potential violation of the Public Offices Election Law by focusing on the case of the Bureau Chief. The situation surrounding Governor Saito is becoming increasingly chaotic.
