<p> On November 20, the Tokyo District Court heard the first trial of Hizaka Kitamura, 57, a former principal of a public junior high school where he worked, who is accused of rape and assaulting a female student at the school, causing her injuries. He is alleged to have committed an indecent act against Ms. A for giving her a massage.</p>
<p><span class="strongInContent"> The prosecution claims that he &#8216;put the victim in a state of mind where she could not resist and was at his mercy because she would be disadvantaged if she did not comply. The defense, on the other hand, claimed that he did not say or do anything that would cause the victim to reject him. Kitamura denied part of the charge. Immediately after his arrest, Kitamura told the police, &#8220;I was not conscious of committing adultery. I couldn&#8217;t suppress my desire to love the victim.</span></p>
<p><span class="strongInContent"> Kitamura also committed an incident at another junior high school where he worked. He filmed indecent acts with two female students and kept the data in a locked desk drawer in the principal&#8217;s office. According to the prosecution, after his arrest, Kitamura told the police, &#8220;I was not going to delete [the data], but I was going to keep it in a drawer in the principal&#8217;s office. According to prosecutors, after his arrest, Kitamura told the police, &#8220;I thought it would be a waste to delete the data, so I kept it to look at it later. When the police investigated the workplace and home of the junior high school principal they believed to be the perpetrator, they found a video camera in the principal&#8217;s desk that contained nude images of a former student of the woman.</p>
<p> On September 10, 2011, the Tokyo Metropolitan Police Department&#8217;s Investigation Division 1 arrested Kitamura on suspicion of violating the Child Prostitution and Pornography Law (possession).</p>
<p><span class="strongInContent"> The defendant admitted to the police that he was in possession of a camera that contained images of a female student being touched and naked. He said the following about his motive and the situation. &#8216;I saved (the images) thinking I might see them again,&#8217; and &#8216;I was taking images of the female student&#8217;s lower body being touched.</span></p>
<p><span class="strongInContent"> The female victim was a student at a junior high school in Tokyo where Kitamura used to work. Kitamura says, &#8216;I had a liking for her. Her image was not the only one stored on the video. A video of another girl was also found, and the police are investigating for additional crimes.</span></p>
<p> Kitamura went to a prestigious public high school in Tokyo and then to a national university. At the university, he studied in the education department and focused mainly on science research. His reputation among parents and students was not bad.</p>

<p><span class="strongInContent"> In interviews with various media outlets, graduates of the school where he worked and others responded positively, saying that he was &#8221;bright and kind&#8221; and &#8221;always smiling. After graduating from a national university, the defendant Kitamura worked at a junior high school in Bunkyo Ward.&#8217; In April 2007, he became the principal of a junior high school in Nerima Ward. He was an enthusiastic teacher who also served as an advisor for the kendo club.</span></p>
<p> Kitamura was dismissed from his position in November. After the incident was discovered, the Nerima Ward Board of Education held a press conference and apologized as follows.</p>

<p><span class="strongInContent"> The Child and Family Agency is trying to prevent crimes in advance by introducing a &#8216;Japanese version of DBS,&#8217; which can check criminal records based on the British system. This system allows schools and cram schools to check the criminal reference system when hiring teachers and instructors.
