<p>On November 19, a man was extradited to Japan.</p>
<p>The Metropolitan Police Department arrested Tomohiro Koyama, 50, an executive of a group called &#8220;JP Dragon&#8221; based in the Philippines, on suspicion of theft. The suspect was deported from the Philippines to Japan on the same day.</p>
<p><span class="strongInContent"> The alleged theft occurred in April &#8217;19. He is suspected of calling a woman in her 50s in Tokyo, claiming to be a police officer, and telling her about unauthorized use of her account, and then receiving eight cash cards from her, from which he withdrew 700,000 yen.</span></p>
<p><span class="strongInContent"> Furthermore, &#8220;JP Dragon,&#8221; in which Koyama was effectively the number three suspect, was repeatedly involved in special fraud and robberies in the area. The group has a long history, and the man who heads the group has been active in the Philippines for more than 30 years and is a major figure in the underworld. It has been confirmed that Koyama, as an executive member of the group, had a videoconference with the arrested instructor, Imamura Mato, in a detention facility during the &#8220;Rufi Incident&#8221; in 2011 in an attempt to keep him quiet.</span></p>

<h3>From a &#8220;pawn&#8221; in the field to a major executive</h3>
<p>It is said that the Rufi Group has been paying a &#8220;premium&#8221; to JP DRAGON, and the relationship between the two has been pointed out for some time. A person involved in the Philippine investigations described the identity of the suspect as follows: &#8220;Koyama was originally a member of &#8216;JP DRAGON.</p>
<p><span class="strongInContent"> Koyama was originally a member of a different group from &#8220;JP DRAGON&#8221; and was famous as a &#8220;caller&#8221; for scam phone calls. However, he moved to &#8216;JP DRAGON&#8217; in 1919, around the time of the large-scale bust of a special fraud group in the Philippines. After that, he continued to work as a caller and rose to the number three position. He is a big guy, but he is not strong-armed but smart. Even back then, he was a great talker.</span></p>
<p>Koyama has yet to confess to the theft charges. After arriving in Japan, Koyama entered the Shibuya police station. When our photographer at the scene pointed his camera at him, he kept his face down as shown in the photo at the beginning of this article, and we could not get a glimpse of his expression.</p>
<p>How will the investigation unfold in the future? The aforementioned investigator believes that &#8220;behind the timing of the deportation, there is an aim to find a clue to solving a series of &#8216;black-market jobs.</p>
<p><span class="strongInContent"> In addition to Koyama, two other suspects who were engaged in special fraud mainly in Cambodia were also extradited at the same time. As for the police, they are considering the possibility that criminal groups in the Philippines and Cambodia are playing a directing role in the &#8216;dark bites&#8217; that have continued since the summer, similar to the Rufi case. It is said that there are still about a dozen or so remnants of Luffy&#8217;s group in the Philippines, and &#8220;JP Dragon&#8221; is also heard to have maintained its influence. The real aim of the group is to get an inkling of this from the Koyama suspects and others who are senior members of the group.</span></p>
<p>According to the Tokyo Metropolitan Police Department, as of November 4, there have been 23 cases of black-market job-related crimes in the Kanto region, and 39 men and women have been arrested in 15 of these cases, but there is no end to the number of new cases. In order to prevent further victims, a full investigation is required as soon as possible.</p>
