There was an unprecedented outrageous teacher.
On July 10, Masami Shimizu (67), a temporary instructor at an elementary school in Hyogo Prefecture, was arrested by the Hyogo Prefectural Police Itami Station on suspicion of non-consensual lewd conduct for touching the chest of a female middle school student. 
&#8220;On the night of May 18, around 9:30 PM, Shimizu visited a park in Itami City, about 1 km from his home, by bicycle, but his appearance at that time was unusual. He was wearing a bob wig, a white shirt with a ribbon, and a blue mini skirt. He also had a blue polka-dot backpack on his back&#8221; (a reporter from a national newspaper&#8217;s social affairs department).
Shimizu targeted two female middle school students who were in the park and then exhibited even more bizarre behavior.
&#8220;When the middle school students were chatting on a bench, a loud noise came from behind. When they turned around, they saw Shimizu, dressed in a mini skirt, had fallen over with his bicycle. The girls rushed over to Shimizu, asking, &#8216;Are you okay?&#8217; and Shimizu, while appearing to be in pain, gestured that he was okay.
At the moment the girls tried to help Shimizu up, he extended his right hand and touched the left breast of one of the girls over her clothes. The girls, who believed Shimizu was a woman, were completely unaware of the crime&#8221; (same source).
However, when a high school girl, noticing something unusual, approached and asked, &#8220;What&#8217;s wrong?&#8221;, Shimizu&#8217;s crime was exposed.

&#8220;While being attended to by the four people, Shimizu did not make a sound. It seems he did this to avoid being identified as a man. Although he gestured that he was okay and left the park on his bicycle, he was eventually caught. There had been a series of similar incidents in the vicinity of the park where the event took place&#8221; (investigative sources).
In response to the police investigation, Shimizu denies the charges, claiming that touching the chest was accidental and occurred when he wobbled. Officials from the local board of education in the town where his elementary school is located are disheartened.
&#8220;Mr. Shimizu has nearly 40 years of experience as a teacher, including work in other cities. He has been assigned to this town for 16 years and was the oldest full-time temporary instructor in the town. His contract was renewed every year. At 67, he was still working full-time and was seen as a vibrant teacher. No one could have imagined he would commit such a crime.&#8221;
Despite being a teacher, Shimizu committed an act that could be traumatic. The career he had built up over the years was shattered in an instant.
