At Night, Shinjuku’s Kabukicho in Turmoil as High School and Middle School Girls Entertained with Expensive Alcohol with Photos of the Shocking Scene at the Bust of Illegal Compensated Dating Cafes

In Shinjuku’s bustling entertainment district, Kabukicho, chaos erupted. Investigators simultaneously entered a mixed-use building. From within a men’s concept cafe (Men’s Concept Cafe), items seized were steadily carried out in cardboard boxes. Among the female customers escorted out by investigators was a girl believed to be a minor.

On May 31st, the Tokyo Metropolitan Police’s Youth Development Division announced the arrest of three men, including suspects Toi Oka (20), who manages the Men’s Concept Cafe “Riot” in violation of the Entertainment Business Control Law (for allegedly providing alcoholic beverages to minors without permission from the Tokyo Metropolitan Public Safety Commission), and Daigo Matsumoto (21), the responsible person at the establishment, for operating without proper authorization.

 

“The police raided ‘Riot’ around 8 PM on the night of May 29th. It appears that male employees, known as ‘cast,’ entertained a 17-year-old high school senior. Suspect Oka stated to police during questioning that they were not operating without permission and the employee entertained on their own accord. On the other hand, suspect Matsumoto said that since they have a permit for adult entertainment, they were told from above that it’s okay to entertain. Both deny the allegations,” said a reporter from a major national newspaper’s social affairs department.

The theme is “Heretic Idol.”

At ‘Riot,’ suspicions arose earlier this January when another employee allegedly provided alcohol to a junior high school girl (then 15 years old). Concerns from the girl’s parents included reports to the police stating ‘our daughter has gone missing.’d.

“Men’s concept cafes each have their own themes. ‘Riot’s’ theme is ‘Heretic Idol.’ It appears they gathered female customers through social media, and without age verification, they served underage girls. There were also instances of providing expensive alcohol. ‘Riot,’ which has been operating since around August last year, reportedly accumulated sales of around 90 million yen.”

Girls getting hooked on men’s concept cafes and host clubs is becoming a serious issue.

“There have been numerous cases where girls order expensive drinks and items far beyond their financial means just to please their favorite cast or host. The establishments also exploit the girls by burdening them with large accounts receivable bills, almost like IOUs. They might say things like ‘If you don’t order, we won’t meet again’. Some girls end up unable to pay these bills and turn to activities like sugar dating or prostitution,” said the same source.

The incident at ‘Riot’ is likely just the tip of the iceberg. Police are focusing their efforts on cracking down on establishments that illegally entertain girls and impose exorbitant charges.
