Underage Staff Serve Expensive Alcohol in Kabukicho’s Con Cafe Scandal

Investigators entered the store and took custody of several female customers who appeared to be underage. After seizing items that could be used as evidence, the store manager was caught red-handed.

From February 28 to March 1, the Juvenile Development Division of the Tokyo Metropolitan Police Department arrested three men and a woman, including Shun Nakamura, 29, the manager of Men’s Concept Cafe (hereafter “Con Cafe”) K in Kabukicho, Tokyo, and Wang Bo, 32, the actual manager and a Chinese national, on suspicion of violating the Entertainment Establishment Law. It is alleged that male employees entertained female customers without obtaining a license for adult entertainment business.

Konkafé K was instructed by the police on two occasions last year during on-site inspections. Despite this, no improvement was seen, so the police raided the premises on February 28. Inside the restaurant, a male employee was serving female customers. Some of the female customers were underage girls.

The manager, Nakamura, who was caught red-handed, stated, ‘I had my doubts about not obtaining a license for a sex business, but I had no choice but to continue in order to make a living.
