A man arrested by the Kamata Police Department on December 27 on suspicion of hit-and-run is said to have made an outrageous statement upon investigation.

I thought it would be bad if I was caught without a license, so I fled to China.

The suspect arrested is Shen Fengxiang, 32, a Chinese national. In July this year, the car he was driving collided with a bicycle ridden by a man in his 30s on a street in Ota Ward, Tokyo. The suspect fled the scene without calling the police or an ambulance.

The man sustained injuries, including a blow to the chest. The suspect fled to his native country, China, shortly afterward. As stated in his statement, it appears that he was afraid of being discovered to be driving without a license. In the past, Shen had repeatedly disregarded traffic signals and had his license revoked. In December, six months after the accident, he returned to Japan and was taken into custody by the police, who were aware of his behavior.

Hit-and-runs are on the decline, but there are still more than 10,000 cases a year. The following are some of the major problems that have occurred recently.

In December 2010, a man in his 40s was arrested on suspicion of violating the Road Act. He hit four men on night patrol late at night at a high rate of speed and fled the scene, killing two and slightly injuring two others. There were no brake marks at the scene, and it is believed that the car ran into them without slowing down. The man had been to two taverns and was intoxicated until just before the crash. He told the police that he was sure he ran away, but he thought he hit an electric pole.

In February ’23, a man in his 50s was arrested on suspicion of attempted murder. Around 8:00 a.m., a neighbor warned the man who was parking his car on a residential street. An argument ensued. The man sped off his car, dragged the resident more than 10 meters, and drove away. The resident sustained serious injuries to his chest and legs, which will take up to two months to heal. The man was an employee driver of a cab company that was contracted to provide transportation. Even after the incident, he was said to have been picking up the company’s executives with a nonchalant look on his face.

In October 2011, a man in his 50s was arrested on suspicion of violating the Automobile Driving Punishment Law. A minicar driven by the man hit a woman riding a bicycle on her right elbow. Despite causing minor injuries, he fled the scene, and two minutes later rear-ended a car driven by an elderly man that had stopped about 390 meters away. The two women in the car suffered minor injuries. The man was a former professional wrestler.

People are busy with work and family events, and there are more cases where alcohol is consumed at year-end and New Year’s parties. Naturally, driving while intoxicated is strictly prohibited.
