<p> On the escalator from the platform to the ticket gate, a man pointed his smartphone at the skirt of a high school girl standing in front of him. A male employee standing behind her witnessed the incident, grabbed the man by the arm, and called the station staff. The man was turned over to the police.</p>

<p> On November 20, Ofuna Police Station of Kanagawa Prefectural Police arrested Ryo Sakano, 31, a resident of Sakae-ku, Yokohama City, on suspicion of violating the prefectural nuisance prevention ordinance (pointing a photographic device at a person). The man was an active employee of the Cabinet Office.</p>
<p><span class="strongInContent"> The alleged incident occurred around 8:00 a.m. on November 20 in JR Ofuna Station. The suspect, Sakano, was trying to take pictures of the inside of the skirt of a high school freshman girl. A man behind her noticed that the video function of her unnaturally proffered smartphone was running and grabbed her arm.</span></p>
<p><span class="strongInContent"> When questioned by the police, Sakano admitted the crime and said, &#8220;I wanted to see her underwear. I wanted to see his underwear. Voyeurism had become a habit of mine. I was stressed at work. The Cabinet Office told the media, &#8220;We are aware that an investigation is underway. We would like to refrain from giving details.</span></p>
<h2> Elite bureaucrats use drugs &#8230;&#8230;</h2>
<p> There have been a number of indecent cases involving bureaucrats and local government officials working for central and other government agencies. The following are some of the troubles that occurred this year.</p>

He followed her to the apartment where she lived and committed an indecent act on the emergency staircase. The woman immediately reported the incident to the nearest police box.</span></p>
<p> In September, C, an employee of the Ministry of Agriculture, Forestry, and Fisheries, was arrested on suspicion of indecent assault and non-consensual sexual intercourse. C, who was intoxicated, approached a woman in her 20s whom he did not know at a commercial facility in Tokyo, grabbed her hand, and took her into a multipurpose restroom. He kept her locked up for about 30 minutes. He is alleged to have sexually assaulted her.</p>
<p><span class="strongInContent"> The bureaucrats, especially those in the central government, are extremely busy and must be under a lot of stress. They must be under a lot of stress.
