Illegal Bar Owner Arrested After Exploiting Female Employees

“If you lose, you have to drink the whole bottle.”

A female employee in a bunny-girl outfit was playing games with a male customer.

 

By October 20, the Metropolitan Police Department’s Security Division arrested 10 men in their 20s to 50s, including Toshihisa Matsumoto, 45, president of “Realize,” a restaurant operator, and Hiroomi Aoki, 46, on suspicion of violating the Entertainment Establishments Law (unlicensed operation). Seven of the ten suspects, including Matsumoto, admitted to the crime, while three denied it, saying they did not consider it an act of entertainment.

“Matsumoto and the others operated a girls’ bar that claimed to be the “No. 1 Girls’ Bar in Tokyo. Inside the bar, female employees dressed as bunny girls or in one-piece dresses that emphasized their busts chatted with customers over the counter. The number of female employees at the eight bars numbered approximately 200.”

“If you ordered a paid menu item called “Girl’s Request,” you could play games and karaoke with the female employees, betting on a single round of drinks. The store had sold nearly 4.8 billion yen in the 14 years since November 2009. The restaurant was frequently subjected to administrative guidance, but the management style was not improved.”

The number of restaurants offering illegal and extreme services to customers is increasing. A typical example is “S” in Shibuya, which was busted in November 2022. The police had long received information that indecent acts were being performed even though it was a restaurant.

““S” was in effect a pink salon, but it had only obtained a license under the Entertainment Establishments Control Law’s No. 1 business category, which falls under the category of social eating and drinking establishments (cabarets, etc.). The female employees ranged in age from 18 to 25, and there were about 70 of them.”

“The catch copy was, “We only have kawaii (cute) girls. The store recruited staff online, mainly female college students and freeters. They dressed the women they hired in gym clothes for field day in the fall and Santa Claus and reindeer costumes in the winter,” said another reporter in the society section.

 

“S” was popular for its sexual services, with as many as 200 customers a day. The fee ranged from 7,000 to 18,000 yen, and there was no charge for picking a female employee.

“When the police raided the store in November 2022, they found that both the female employees and male customers were naked. The sexual services were conducted in a box seat, but the partition between the seat next to it was purposely lowered so that it could be seen from the surrounding area.”

“It is said that the female employee could be heard saying, “I don’t like it there,” and the service was in full view from the aisle. There were nine box seats in the restaurant. At the time of the incident, there were about 15 female employees working there.”

The police are working hard to eradicate these illegal restaurants.
