<p> By October 10, the Juvenile Development Division of the Tokyo Metropolitan Police Department re-arrested Kyohei Kitawaki, 25, a caregiver living in Hachioji City, Tokyo, on suspicion of violating the Child Prostitution and Pornography Law (possession for public display). Kitanowaki had already been arrested on the same charge in September of this year.</p>

<p><strong> The video that led to the discovery of the incident was a video that Kitawaki uploaded to an Internet bulletin board in January. Around five years ago in 2006, Kitawaki took a video of a 16-year-old high school girl who was using the restroom at a commercial facility in Osaka Prefecture. The video he took was released to the public. The video has now been deleted, but the high school girl&#8217;s name and last name could be determined from the gym clothes she was wearing.</strong></p>
