 On July 20, the Mejiro Police Station of the Tokyo Metropolitan Police Department arrested Ryusuke Kabashima, 34, an unemployed man living in Toshima Ward, Tokyo, on suspicion of violating the Stalker Regulation Law. Between June 14 and 18 this year, he allegedly stalked and harassed a specific young woman on at least three occasions. Kabashima confessed to the crime, saying, &#8220;I am sure that I did it.

 The victim was a member of the idol group &#8220;22/7&#8221; and a voice actress. Fearful of the repeated harassment, Ms. Kawase consulted the police in mid-June.  In June of this year, a teenage female college student was stabbed to death in the grounds of her apartment in Yokohama City, Kanagawa Prefecture. The man who stabbed her with a kitchen knife was her former boyfriend, a self-proclaimed company employee. It is said that he had been threatening her for some time, saying he would kill her if she broke up with him.
 According to the National Police Agency, the number of emergency restraining orders issued to prevent perpetrators from contacting their victims jumped from 69 in 2000 to 1671 in 2009 and 1744 in 2010, a 25-fold increase in 10 years. The number of consultations on stalking comes to around 20,000 cases every year.
 The police are calling for attention through their website and other means. Even if the stalking behavior has ceased once, there is a high possibility that the stalker will become a victim again. It can develop into a serious incident. Victims are urged not to worry alone, but to consult with the police as soon as possible.
