Indecent acts at shrines and hotels…The horrifying tactics of a career METI bureaucrat arrested for the fourth time for “drugging a woman with sleeping pills and sexually assaulting her.

Sato, a career bureaucrat at the Ministry of Economy, Trade and Industry, was arrested.

After committing an indecent act at a deserted shrine late at night, he took a woman to a hotel and sexually assaulted her until morning.

On April 11, Dai Sato, 33, of Katsushika Ward, Tokyo, was re-arrested by the Metropolitan Police Department’s Investigation Division 1 on suspicion of quasi-forcible sexual intercourse and quasi-forcible indecency. Sato is a career bureaucrat at the Ministry of Economy, Trade and Industry. This is the fourth time he has been arrested.

The fourth arrest took place between the night of July 31 and the morning of August 1. Sato was having dinner with a female acquaintance at a bar in Minato Ward when he gave her a drink containing a sleeping pill.

The defendant and a female acquaintance in her 20s, Ms. A, had been drinking together at a tavern in Adachi Ward since around 5:00 p.m. When it was past 7:00 p.m., they walked to a bar and had a drink. After 7:00 p.m., they moved to a private room at an Internet cafe about a 3-minute walk away. While watching a movie, Ms. A was hit by a strong sleeping spell and lost her memory.

When she regained consciousness inside the cafe, Mr. Sato paid the bill as if nothing had happened and they parted ways around 11 p.m. Mr. A and Mr. Sato had had dinner several times in the past, but they were mere acquaintances and not in a relationship,” said another Social Affairs Department reporter.

Ms. A had not been drinking alcohol at the Internet cafe. The next day, she called the police to report that a man she was with may have committed an indecent act on her.

The defendant denied committing the crime, stating, “I lightly scratched his head with my consent, but he didn’t touch me. Sato is a career bureaucrat. He studied at the prestigious University of California, Los Angeles (UCLA) and the Faculty of Law at Keio University, and majored in diplomacy at Peking University’s School of International Relations. After joining the Ministry of Economy, Trade and Industry (METI) in 2005, he was promoted steadily, becoming a section chief of the Global Industry Office, Minister’s Secretariat in 2006 and an assistant director of the Technology and Human Resources Cooperation Division, Trade and Economic Cooperation Bureau in 2010.

The fact that he was selected as an assistant section chief in his fifth year at the ministry suggests that high expectations were placed on defendant Sato. However, his spectacular career took a turn for the worse following his arrest. After the incident, he was assigned to the Secretarial Division of the Minister’s Secretariat as of January 19.

Since that time, the possibility that Sato was guilty of other crimes had been rising.
