<p> On April 11, the Juvenile Development Division of the Tokyo Metropolitan Police Department announced the arrest of Ken Kano (40, Itabashi-ku, Tokyo), a suspect running a brothel, on suspicion of violating the Child Welfare Law (lewd acts) and the Entertainment Establishment Law (employment of juveniles).</p>
<p> According to the announcement, in November of last year, the suspect forced a male customer in his 30s to commit a lewd act on a 17-year-old high school girl, A, without confirming her age. Kano was running a reflexology store that dispatches girls to other customers.</p>

<p> Mr. A is from the Tokai region. He came to Tokyo several times a month since May last year to attend live shows of men&#8217;s underground idol groups (hereinafter referred to as &#8220;men&#8217;s underground&#8221;), and started working at Kano&#8217;s store around November.</p>
<p><strong> When Ms. A interviewed for a job, she presented a health insurance card borrowed from a 20-year-old friend. It did not have a picture of her face on it. The suspect said, &#8216;I am responsible for failing to verify her age,&#8217; but he partially denied the crime, saying, &#8216;I didn&#8217;t realize that [Ms. A] was a 17-year-old child.</strong></p>

<p> The illegal services at the reflexology parlor were discovered when Ms. A was arrested on a separate charge.</p>
<p><strong> The police investigated the case and found out that Ms. A had been arrested for illegal services at a different incident. Ms. A worked at a brothel in order to go to a live performance of &#8220;Men Underground&#8221; and to buy expensive goods.</strong></p>
