The man in sunglasses is chatting amiably with the participants around him. This man and woman are Rurei Miura, an international political scientist, and her husband, Kiyoshi. The time was April 13, 2007, and the place was Shinjuku Gyoen. It was a scene from the &#8220;Cherry Blossom Viewing Party,&#8221; which has become a social issue.
 On March 7, Rirei Miura&#8217;s husband, Kiyoshi Miura, the head of investment company Tribay Capital, was arrested by the Tokyo District Public Prosecutors Office. The suspect was charged with embezzlement in the course of business. Tribay had been criminally accused of defrauding investors out of 1 billion yen under the guise of constructing a solar power generation facility. In January this year, the Special Investigation Department raided a building in Nagatacho that also served as Tribay&#8217;s office and the office of the Wildcat Research Institute, of which Rurei is the president.

 Since the raid in January, it was said that it was only a matter of time before the suspect, Kiyoshi Kiyoshi, was arrested. It was said that the Special Investigation Department would bring the suspect to prosecution by the end of the fiscal year at the latest.

 In fact, she had taken the suspect Kiyoshi along to this &#8220;cherry blossom viewing party.
