NHK Sapporo Broadcasting Station’s Hisatsugu Funaoka, who was arrested on suspicion of breaking into the apartment of a junior announcer, has been issued a restraining order under the Stalking Regulation Law following his arrest.

On the night of February 17, the suspect waited for Ms. A, a junior female NHK announcer, to come home at her apartment and tried to enter, but a struggle broke out when a male acquaintance was inside. The suspect jumped from the third floor and was injured and hospitalized. After leaving the hospital, he was arrested on February 20.

Subsequent investigation revealed that the stalking behavior toward Ms. A was deemed malicious and urgent, and a “restraining order” was issued after his arrest. If the suspect is released, he may be arrested if he stalks Ms. A again.

The court judged that “the act of directly entering Ms. A’s home, rather than indirectly by phone or e-mail, was extremely malicious and highly dangerous. Although it was a good thing that a male acquaintance was present at the time, it could have had irreversible consequences depending on the circumstances. It can be inferred that the restraining order was issued in consideration of such circumstances.

Mr. Funaoka was in charge of sports broadcasting, focusing on sumo tournaments and figure skating. While assigned to a local broadcast station, he was entrusted with important broadcasts and was regarded as an “ace sports broadcaster. In the process, he had his eye on Ms. A, and some people at the station suspected that they were having a “man-woman relationship.

The suspect had a liking for Ms. A, but at some point she began to distance herself from him. Some reported that the upwardly mobile Mr. A had ‘dumped’ Mr. Funaoka, but the recent issuance of a prohibition order under the Stalker Regulation Law has made it clear that this is not a story of that dimension.

Ms. A has already been questioned by the police and complained of “damage” such as being persistently forced to meet with the suspect in addition to the home invasion incident.

Before the incident, Ms. A told a male acquaintance that the suspect might come to her house. The man who knew her was waiting for her at home, and if we look at the facts, it means that the suspect was making “advance notice” to contact her when he came to Tokyo. The suspect may have fallen into the “A belongs to me” thinking process peculiar to stalkers.

Ms. A’s apartment is auto-locked, but Mr. Funaoka succeeded in breaking through just as another resident entered. This suggests that he was quite obsessed with her.

Speaking of incidents involving stalkers, there have been many cases involving human lives, such as the Okegawa stalker murder case in 1999 and the Mitaka stalker murder case in 2001. In the latter case, revenge pornography by the perpetrator also became a problem.

Mr. A did not intend to make a fuss at first. But a male acquaintance, shaken with anger, reported the incident to the police, and it was widely reported in the media. The incident was then widely reported in the media.

What is important from this point on is to prevent recurrence and provide mental care for the victims. The fear of Funaoka will not disappear just because he has been arrested.
