 The girls&#8217; bar in Kinshicho, Tokyo, had been serving 13-year-old junior high school girls in daring outfits.

 On February 1, the Juvenile Development Division of the Tokyo Metropolitan Police Department arrested six men and women, including Ryoji Kato, 44, a girls&#8217; bar manager, and Risako Watanabe, 27, the manager, on suspicion of violating the Child Welfare Law. Kato and the others had nine girls working there, three 16-year-olds and six 17-year-olds, in addition to Ms. A, a 13-year-old junior high school girl. They allegedly allowed the minors to entertain customers.
 The report says, &#8220;Ms. A. was truant from school and had trouble finding money to play. However, because he was underage, it was difficult for him to find a part-time job. When he consulted with a local senior, he was introduced to a girls&#8217; bar. It is known that she has worked at the bar at least seven times since last October. The bar operated from 4:00 a.m. to noon without a business license,&#8221; said a reporter from the society section of a national newspaper.

 The situation came to light in October of last year, when a caller called 110 due to a problem that occurred inside the bar. The suspect, Kato, partially denies the crime, saying, &#8220;I had girls working for me, but I didn&#8217;t know they were under 15 years old. However, this does not appear to be the case.
 The senior who introduced Ms. A to the suspect told him she was underage. At first, Kato was reluctant, saying, &#8216;Thirteen years old is tough. It is highly possible that he knew Ms. A&#8217;s age.

 There is also a suspicion that some of the workers were being paid by the employer.
 According to the initial story, they were paid 1,500 to 2,000 yen per hour and were supposed to receive about 8,000 yen per day. Ms. A was only paid 1,000 yen a day at the lowest.
 Ms. A was forced to work for a low part-time wage. From items confiscated from the store, it appears that she was forced to wear revealing outfits.
 Ms. A was working in a hooded parka and a miniskirt or shorts. &#8220;Ms. A. was working in a hooded parka and mini-skirt or shorts. She was entertaining customers by talking to them and pouring them drinks. Clearly, this was illegal labor.
 The police are investigating the possibility that the girls&#8217; bar may have been operating by selling the fact that underage girls were working there.
