The “Big Boss.”

That is what Philippine police authorities are calling the man they say is “Rufy,” the man who directs the “black job robberies” that are proliferating across the country. The man is the suspect, Yuki Watanabe, 38, who is in custody at the Bicutan detention center, an immigration facility near the country’s capital, Manila. He is believed to be a major member of a criminal group that operates large-scale special frauds in several countries.

The crime group was based in an abandoned seven-story hotel in Makati City, near Manila, and apparently gave instructions to the perpetrators in Japan and other countries. The abandoned hotel was uncovered in November 2007. Thirty-six Japanese inside were detained by Philippine immigration authorities. It seems that there were other bases, and the suspect Watanabe escaped detection” (reporter from the international department of a national newspaper).

Watanabe was caught in May 2009. He was already wanted for theft and other crimes, but was arrested on suspicion of assaulting Filipino women and children.

The Japanese police have an arrest warrant for Watanabe and are seeking his extradition to the Philippine authorities, but the situation is delicate. The Philippine government has been cooperative, but Watanabe has already been indicted on charges including assault on a woman. If he is tried and sentenced to prison, he will be extradited after serving his sentence.

If you run away, you will be in big trouble.

In Japan, the number of victims of “black market robbery” is increasing. Since October of last year, there have been a series of robberies of tens of millions of yen in eight prefectures across Japan, including Ibaraki, Tochigi, Kanagawa, Hiroshima, and Yamaguchi. In Komae City, Tokyo, Kiyo Oshio, 90, was assaulted all over her body and killed in her home, and other vicious crimes have continued.

The perpetrators applied for a “dark job” on the Internet to commit the crimes. The people calling themselves ‘Rufi,’ ‘Mitsuhashi,’ and ‘Kim’ were giving the instructions. The police are investigating the case because there is an incoming call log from the Philippine country code “63” on the perpetrators’ smart phones, and they believe that Watanabe is “Luffy. However, some of the perpetrators have told police that they met “Luffy” in Higashimurayama City, Tokyo. There is a possibility that there were more than one instructor who called himself “Luffy.

The instructor controlled the perpetrators with fear. They explained that it was okay to kill (residents) without hesitation. They asked the perpetrators to send images of their faces and identification documents such as driver’s licenses. Once they sent the images, they received a message that said, “If you run away, you will be in terrible trouble. Since the perpetrators had even told the police about their family members, they could not simply leave, fearing that their relatives would be harmed. Many of the perpetrators are now afraid that they will be purged if they admit their crimes to the police,” said a reporter from the society section of a national newspaper.

The true face of Watanabe, who is believed to be the leader of the gang, is vicious.

According to his trial record in the Philippines, he was feared by a special fraud group in the Philippines. According to his trial record in the Philippines, he instructed the executives to beat the end members of the group with a belt if they made any mistakes. I have heard that some members were stabbed to death with broken beer bottles.

Watanabe is in a detention facility in the Philippines. I wonder if it is that easy to issue instructions from a prison camp to a foreign country.

According to an interview with Kyodo News by Korean reportage writer Kim Jun-young, who was in the camps from May to September 2007, anything is possible as long as you pay the staff.

While many people live half-naked in the extremely unsanitary camps crawling with cockroaches and rats Watanabe is said to be in an air-conditioned “VIP room,” which costs 100,000 yen a month for electricity. He has easy access to a cell phone and computer, and even has his own private toilet. It seems that Watanabe lives a free and comfortable life with his money.

Ralphie” was controlling the members of the fraud group with fear and ordering them to commit multiple heinous crimes. He cannot be allowed to live an elegant life in a Philippine prison camp any longer.
