 The semi-gang &#8220;Chinese Dragon&#8221; is known as a martial arts group. The group has often been involved in injury cases and is closely watched by the police.
 The Chinese Dragon was founded in the late 1980s in the eastern part of Tokyo by the children and grandchildren of Chinese orphans, and its name became nationally known after the &#8220;Urayasu Western Incident&#8221; in 1989, in which a member of a motorcycle gang was killed in a parking lot in Urayasu, Chiba Prefecture. It does not have a strong organizational structure like a gang. Because of their status as a &#8220;quasi-gang,&#8221; they are not subject to the Anti-Boryokudan Law and other laws.

 On December 7, the Tokyo Metropolitan Police Department&#8217;s Anti-Gang Division arrested a Chinese national, Jiang Haifeng, 51, a member of Chinese Dragon, and five others on suspicion of obstruction of business and trespassing in a building.  It was the evening of October 16 when a huge fight broke out between a group of semi-gresidents. The location was a French restaurant on the 58th floor of Sunshine 60, a high-rise building in Ikebukuro, Tokyo, a large restaurant with about 400 seats, where a group of about 100 people had made reservations from 6 p.m. that day. Suddenly, the brawl began about 30 minutes after the dinner started.
 He said, &#8220;Even before it started, dozens of men wearing black masks were hanging out in front of the elevators leading to the upper floors, and the atmosphere was very physical. The brawl left food scattered on the floor and broken beer bottles and glasses strewn about. The door to the restaurant was also broken down.
 A staff member of the restaurant called 110 and said, &#8220;There are about 100 customers fighting with each other. When police officers from the Sugamo Police Station of the Tokyo Metropolitan Police Department arrived on the scene, they found that about 10 people were injured, including a man in his 20s who was taken to the hospital with a head injury. However, most of them fled the scene and were no longer there,&#8221; said a reporter from a national newspaper.

 What was going on at the French restaurant was said to have been a celebration for the release from prison of a &#8220;Chinese Dragon&#8221; executive who was released in August after serving more than 10 years in prison. Why was there a brawl?
 About 20 members of the &#8220;Chinese Dragon&#8221; group, including Jiang, who had heard about the release celebration at &#8220;Sunshine,&#8221; stormed into the venue. They were angry that they were not invited to the release celebration. The group of the Jiang suspects is based in Ueno. The group that was having the party was based in Akabane. There must have been some kind of trouble between the two groups.
 We were told that both parties initially talked calmly at the banquet. However, I heard that the bloodthirsty members of the group got into a scuffle with each other. The person who came in to stop them got involved, and it developed into a big brawl in which they hit each other in the head with beer bottles.
 The area around Sunshine, where the brawl took place, was in an uproar with dozens of fire trucks and police cars. We asked for an interview at the restaurant where the brawl took place, but a chef-like man dressed in white said, &#8220;I&#8217;m sorry, but we can&#8217;t answer any questions. We are not allowed to answer any questions.
