<p> Halloween in Shibuya was chaos itself. A cowgirl in a cow-print swimsuit that looked like she was naked was taken away by the police, and the American comic strip &#8220;Deadpool&#8221; was being beaten up by young people near the train station. However, as this was the first time in three years that the festival had been held in earnest, the security measures taken by the Metropolitan Police Department were the strictest ever. If you stopped, you were immediately urged to move. If they had not been there, it would have been a mad party that could have caused a major accident.</p>

When we asked her about it, she told us &#8230;&#8230; that she was Miyuki Takagishi, the deputy mayor of the district.</p>
