 On October 11, the Sugamo Police Station of the Tokyo Metropolitan Police Department arrested Hayahiro Ishikawa, 29, an employee of the Shibuya Ward Office in Tokyo, on suspicion of semi-coercive sexual intercourse. He is alleged to have sexually assaulted Ms. A, a woman in her 20s with whom he was dating. Upon investigation by the police, the suspect said, &#8220;I had a lot of sexual desire and couldn&#8217;t control it. He admitted to the crime, saying, &#8220;I put sleeping pills in milk tea and had sexual intercourse with her without her consent.
 The suspect and Ms. A met through a matching app in January of this year. After meeting together several times, they began dating in April. On the night of May 1, when the incident occurred, Ishikawa invited Ms. A to his apartment in Toshima Ward, saying, &#8216;Let&#8217;s watch a movie together. However, Ms. A did not find a TV in her room.
 However, Ms. A felt distrust because there was no TV in the room. When Ms. A refused further action citing her poor health, Ishikawa offered her a cup of milk tea. After drinking the tea, Ms. A got up to go home and immediately lost her memory,&#8221; said a reporter from the society section of a national newspaper.

 When she regained consciousness, Ms. A was lying on the bed in an almost completely naked state. Realizing that she had been victimized, Ms. A consulted the police later that day. The suspect, Ishikawa, was arrested and stated that he used drugs prescribed by the hospital, not over-the-counter ones.
 The suspect joined the Shibuya Ward Office last April. He was assigned to the Welfare Division. He is usually serious and quiet, and I heard that he had no problem with his work attitude.

 Why did Ishikawa sexually assault his girlfriend by drugging her? Former Kanagawa Prefectural Police detective and crime journalist Taihei Ogawa speculates.
 I think he was naive. He probably thought that even if he had sex with her without her consent because she was his girlfriend, he would not be accused by the police. Usually, when a person uses drugs and engages in forced sexual intercourse, he or she is forced to put on clothes before the woman&#8217;s memory returns in order to cover up the crime. This time, however, the victim was almost completely naked. The suspect may have prepared sleeping pills in advance in order to perform the sexual act even if the victim refused.
 Shibuya Ward Office said, &#8220;If the charges are true, it is highly regrettable. After confirming the facts, we will strictly dispose of the case.
