Surprising Reason Behind Illegal Scouts Harassing Women in their 20s at Ebisu Station

On April 5, the Shibuya Police Station of the Tokyo Metropolitan Police Department announced the arrest of Maru Ishizuka, 25, an unemployed man living in Kawasaki City, Kanagawa Prefecture, on suspicion of violating the Tokyo Metropolitan Ordinance on Prevention of Nuisance (solicitation at cabarets, etc.). Ishizuka allegedly followed Ms. A, a woman in her 20s, inside JR Ebisu Station in Shibuya Ward, Tokyo, and told her, “I’m a scout.

The alleged incident occurred on the night of March 28. Since February of this year, there had been a succession of complaints and reports to the police from women in the Ebisu Station area that they had been repeatedly harassed and threatened by scouts. In response to these reports, police officers patrolled the station and surrounding area and found the suspect, Ishizuka, following Ms. A., and arrested him in the act.

The Troubles That Followed One Another

A photographer for this magazine took pictures of Ishizuka as he was being sent to the police station. He looked at the assembled press for a moment, but then immediately looked down in the backseat of the transport vehicle.

Ishizuka admitted to the police that he committed the crime. Why was he scouting at Ebisu Station, which is surrounded by fashionable restaurants and upscale residential areas? He is said to have stated the following about the reason.

He said, “Because there are many classy women in Ebisu. However, I have never been successful in scouting before.”

Troubles frequently occur between scouts and brothels and the women they solicit.

There are many cases where there is a discrepancy between the promises made at the time of solicitation and the actual conditions of work. The remuneration is lower than we were told, sales quotas are imposed, and we are made to work more hours and days than expected. …… Some women are even forced into prostitution because they have not met their quotas.

The police warn women not to accept scouts’ solicitation easily.
